(ASCEND) Maxx6000 wont release IP

Our max 6048 has decided to hold one of my local lan ip addresses hostage.

When the client computer ( on the lan ) boots up, it errors with a hardware
address conflict. The hardware addresss that is conflicting is the max
itself.

Max has never had this ip address in it, but it is in the same class c as
its own ip. Other clients on the same network in the same ip block have no
problems. Max has decided to hold this one hostage.
If I boot the client machine without ehternet connected, it will boot fine,
and then re-connecting the ethernet cable is fine as well, everything works.

How can I get max to release this ip so the client computer can boot
normally? The ip address does not show up in show ip routes at all.

Proxy mode is set to active for dialup customers to use same ip block as
well.
