The only really good way to do this is to get a second DN assigned to
your PRI and have it set up so that the first (main) DN can take a maximum
of 22 calls, and the second DN can take a maximum of 1 call, for a total
of 23. Then you give the second DN to the specific client.

For extra security, you could use Caller ID if you had it on your PRI
(which you don't) to refuse all calls to the second DN except those from
the specific client.
