(ASCEND) 6.1.7 -- refusing calls



I found a problem with 6.1.7.  After so many bad connects or disconnects
or *something*, the Max is refusing calls from a particular person/number.
This is someone with 128k ISDN and a fixed IP in their radius profile and
every time they call, the log records a c=2 p=2 and the message Call
refused. Yet the Max lets other fixed-IP folks log in.  The reason I say
it's the Max is that when I reset the Max, they can log in again.

He's using a USRobotics 128k Sportster. 

Is there somewhere a maximum-error count or something that can be changed
so I don't have to reset the Max everytime this happens?
