Ummmm, maybe the line is busy?
Seriously, though, you haven't told us anything about your configuration.
How many PRIs are in the box? Do you have more than one MAX? If you have
more than 1 PRI, does the Telco have a rolldown set up for you? Does it
work properly? If you Telnet into the MAX, how many channels are
available when this happens? If you dial the number while telnetting in,
do you see the incoming call? Do the users report fast or slow busies?
