Make sure they're *really* getting busy signals.  Have the person call
your dial-up number with a Real Phone and make sure that they aren't
getting a recording of some sort or that there isn't another problem.  

In our area, we have a 10-digit dialing problem as we have multiple local
area codes and Windows likes to insert a 1 before codes that don't match
the area code set for the "Dialing From" location.  If the system isn't
set up properly, it dials 1+the number and they get a cheery little telco
message telling them it's not necessary to dial a 1 when calling the
number.  Unfortunately, Windows sometimes interprets this as a busy
signal.
