I think what he meant is that other NASes - notably the PM-3 - support
menuing with NO additional attributes.  The RADIUS server sends the menu
back using RFC Reply-Message attributes in an RFC Access-Challenge reply.
No VSAs or other proprietary crap needed, the RFC has everything you need
to build a menu.  Lucent RADIUS has had the ability to do menus thusly for
a while now.

I've seen reports that this also works with other RFC compliant NASes,
I believe Cisco was one of them.
