(ASCEND) users complaining about connections with 6.1.3

Are there differences in the rockwell code between 6.1.3 and 6.1.7, or
the 7.0 beta releases?

Ever since I upgraded to 6.1.3 from 5.0, quite a few users have been
complaining about poor connections.

I'm hesitant to upgrade again because that's the only problem I'm
seeing.  The box is stable, and I get good connections myself.  I'm
not sure if there's really a problem on our end, or if it's just crummy
telco lines or cheap modems taking their toll.
