(ASCEND) TRM vs PPP on TNT

I have been having problems with a few users modems negotiating a TRM
session instead of a PPP session on my TNT. I have been able to fix a lot
of these for Win 95 users by re-installing the modem drivers, and that
seems to work. 
My main problem is with Win 3.11 users and the Shiva Dialer that comes with
Netscape using US Robotics 28.8 Winmodems.
Any suggestions?
