The specs limit it to 20 PRIs in each NFAS group.  Optimal would be 20
in a group with a primary and secondary D channel, thereby regaining 18
B channels.

I would expect to be able to do it across cards in a chassis.  But AFAIK
only Lucent is doing multichassis NFAS.
