Be sure to set the connection profile on the Ascend to PPP and set the
port encapsulation on the Cisco away from HDLC to PPP...

Also, you might want to use a numbered interface on the Cisco, just to
make things easier.

Cisco Sample:

interface Serial 1
 description to Ascend 130
 ip address 192,168.100.1 255.255.255.0
 no ip mroute-cache
 encapsulation ppp
 no ip route-cache
 bandwidth 1536
 no fair-queue
 down-when-looped

Ascend Sample:

 Build Out= 0      dB

 Clock Source=No
 Loop Back=Normal

 Active=Yes
 Encaps=PPP
