That's because Internic does not (any longer) track network allocations.
A quick check of ARIN shows this space belongs to DIGEX, and a quick
check of BGP shows the originator is known as "cha! LLC". Do
"whois -h whois.arin.net ASN-CHARIOTNET" for more info.
