(ASCEND) connection issues (unstable)

We are using max 4004 running ap38. Here is a copy of a problem we seem
to be having. The problem is the connection is unstable. The call in get
26400 or higher and no problems, then they call back in some few minutes
later and get 19200 or lower and ping times are terrible.
Here is a copy of email I have gotten and is similar to some others.


    This is the big one; almost no activity with everything going at
snail's pace. Modem icons
    show activity but everything dead slow(e-mail and browser). Included
are the pings all at the connect of 19,200.
    Also find second set of pings on same session. Second set looks a
little better. Add at lease one more customer
    since we spoke last that is having same problem for about two weeks;
same as me. That makes about 10 people
    with approximately same problem. Could we all be having "wet"
problems?
