"fixed configuration" is mainly in the marketing sense.
the base hardware (MAX-HP) is identical in 4000/4002/4004/4048.
the first thing I did with one of mine was pull a modem card
to put in an 1800, also moved cards around to different slots
just to see... so yes, it will still work.
I'm told that you can't enable the 3rd and 4th T1 ports,
but I don't feel like risking the money to try to
tell the sales guys that I have a 4002 and hope it works.
