In the properties of the dialup entry for your service, click "Server Type"
(tab/button/etc) and ensure only Enable Software Compression and TCP/IP are
selected.

Ahhh Win98 - had a customer do a fresh install of Win98 and under Network
Properties ended up with something called "Microsoft Family Logon". Wouldn't
connect to my 4048's until that was removed. Ran into the same thing on my
wife's system after it crashed and I did a fresh load of Win98 dialing into
either the Ascends or NT RAS. Win98 upgrades don't seem to install "MFL" by
default.
