Not necessarily - it's dependent on the modem.

If your modem isn't setup to correctly report the connect speed it will
report a

CONNECT 115200 or something similar.

Usually AT&FW2 will make it report the connect speed, thus in turn Windows
will as well.

The modem command W2 is probably different on some modems.
