(ASCEND) Shell Accounts thru Max4000

I'd like to offer a shell account to a user dialing into our max4000. 
He's got an old machine and I'd like to provide him with lynx,
pine,etc.  The problem is, I don't want him to have any access to our
max.  Is there a way that he can dial in using a term program, be
authenticated by the max, and then telneted to another machine?

Is there a way or am I sol?
