Make sure the ISDN lines (BRI) are provisioned for CSV as well as CSD (voice
as well as data).
On the MAX1800, you could look in terminal server, command show-isdn <line#>,
and see what it reports (maybe a cause code?) when the modem attempt fails.
Have you tried calling the MAX with a handset to see what you get?
