The Max 4000, TNT and GRF each have a rough limit on tunnels. The Max can
basically handle hundreds of tunnels as a home agent. The TNT and GRF can
handle tens of thousands per interface. As foreign agents, they would
handle up to the limit of inbound trunks.

What sort of security? IPsec? ATMP provides backbone security through
switching as well.

That's spelled out quite well in the manual.

HA's don't use Radius.
