This sounds exactly like what the telcos usually call 
"most idle" call offering, so that the next call goes over
whichever channel has not been used for the longest time.

It was designed for things like tele-marketer operations,
where you want all sales people to get mostly equal number of calls,
and also works well in NAS systems that have a direct 1-to-1 
relationship between the channel number and the modems.

Now as to why this happened after your upgrade, I am sans clue.
