Is this what you're referring to:

Windows 95 clients took too long to connect to the MAX 4000.
When a Windows 95 client dialed into a Max 4000, the PPP negotiation could
take 
as long as 60 seconds. The negotiation process has been streamlined so it 
completes in much less time.
