What software release on the 1800?
are your BRI lines in a hunt group?
who is calling whom?
do you also have Min Chan and Base Chan set on both sides?
for that matter what is at the remote end, another p50?

I think I remember a software release where the 
1800 had problems unless you _DID_ use trunk groups...
Any other 1800 users??
