We have found the ascend Frame Relay implementation less than adequate.
However, we were trying to put 5-6 PVCs on it, with the Max acting as a
sort of routing hub for lots of Frame Relay customers that were all fed
from the same line.

It's much more reliable with a single PVC. In fact we haven't had any
problems with that setup.

So my rule of thumb is: if your frame relay T1 has just 1 PVC, use the Max.
Otherwise, pay the bucks for an external Cisco.

As for an external CSU on the Max serial port, we've done that. I also
hear on the list that you can in fact use one of the Max's built in CSUs
to route a T1 line. I believe this despite that fact that
John_Marks@ascend.com once told me it wasn't possible. (maybe we
misunderstood each other on that one).
