BRI can be protected with standard POTS dual-tube/DELTA
protectors. While you can have tubes trip at lower voltages
than POTS [since you have no ringing voltage to deal with...],
loopback initiate is 90v so you better not be less than that.
The RAEL problem is voltage differentials, say between the serial
port and the ISDN, etc. For that reason, you really want one
designated ground point, with all protection connected to it.....
