But the programs that I outlined above pretty much are turn-key solutions. 
Just because most Unix software tends to be freeware doesn't mean that you
can say that ISPs wouldn't be willing to spend money on a good front-end
for their management software.  Now, we use pretty much whatever we have
lying around for ours -- Win95, WinNT, Macs, Unix -- but, it would make
the *most* sense for us to have an Ascend monitor on the boxes where our
RADIUS accounting is done.  That happens to be Unix, like probably 99% of
other ISPs as well.
