No, at least 128k... They took the cheap way out and didn't register as
an extended serial card, so you don't see the 230k, 460k speed options.
But it still gets over 15kbyte/sec ( > 120kbit/sec ) so it has to be 
a 128k SYNC connection at least.

Since it's just him, I would have the Telco diagonose his line... looks
like bit slip, or a misconfigured switch between him and you.
