Net.Medic, if it runs LONG enough, can give you some idea as to the
overall health of a connection. BUT If it runs for just an hour or<, it
will generate this report even when it's running on the only machine
on a 10BASET network with its own T1 via Cisco 2501 into the net.

We've used Net.Medic to help debug a 64K circuit in Aruba, and several
remote PoPs- but for dialup, it's hard to get a reasonable amount of
info unless you leave the connection up for a day or so.

Tell this user to try "tcpspeed" from http://maximize.com (I think)

Maybe you should try it first, though. ;-) We see 78-83 over here from
dialup accounts to "medium-loaded" servers; this is supposed to be
exemplary. The way I hear it, anything above 70 is way above average.
