The problem here is that the new modem cards have the modems numbered
based on a 16-modem card. When there are only 8 or 12 modems on the card,
they are numbered as:

8 mod K56 modem card uses modem numbers: 1,2,3,4,7,8,11,12
12 mod               uses modem numbers: 1,2,3,4,5,6,7,8,9,10,13,14.

The other modem numbers still appear, but should show as unavailable. 
At least until the TR on this problem is resolved! (TR#2292).
