Actually, they seem to be intent on killing modems here as well.

There is a fairly large area in this town in which U S Worst recently
(last 2-3 years) installed fiber at the street, then copper to the
house. They ran two coax lines and 4 pair to each residence in the
fiber optic test bed area. One coax is used for Telechoice cable TV,
the other is -- guess what? -- cable modem coax. Funny, now NO ONE
in this area, regardless of what modem they use, what number they
dial, or what's on the other end, seems to be able to get better than
28.8K. In other parts of town still on copper, we're getting 40 to
46K and higher with no problem. Gee, though, gosh, those folks who
have Telechoice cable modem service available suddenly find that
their modems don't work too well any more. Coincidence??
