If he's the only one using the computer I would suggest setting up
DansGuardian with a transparent proxy. I did this for my kids when they
were younger. I also setup an iptables filter chain for their computer by
MAC address and then used cron to blackhole all of their traffic at night
so that they wouldn't stay up all night on the Internet.
