That should work. Note that only GSM phones (i.e., AT&T/T-Mobile) use 
SIMs. Also as somsone noted SOME phones might not allow you to operate 
without a SIM. I've very rarely seen this with Android, and never with a 
custom ROM. But it's a possibility.

How cheap can you get a Nexus One for nowadays? I think that would be 
ideal for you since you don't want 4.0.
