I created something that will work fine for me via the following:

Menu.php:

<html>
<body>
<a href="cam-right.php">Right</a> -
<a href="cam-left.php">Left</a> -
<a href="cam-home.php">Home</a> -
<a href="cam-up.php">Up</a> -
<a href="cam-down.php">Down</a> -
<a href="cam-zw.php">Zoom Out</a> -
<a href="cam-zt.php">Zoom In</a> -

cam-zt.php:

<?php include("menu.php");

exec ('irsend send_once --count=20 WL-V1 zoom-tele');
?>
</body>
</html>
