Okay, I just called Comcast so they could tell me about this plan.  They
weren't even going to mention it but I asked for the "economy tier".  Turns
out the cost is $40 per month for 1mbps/384k without cable.  Still a little
steep for that level of service, but its good to know there is an option for
under $60 per month.
