  Off-the-cuff thought: Might mysqld be using tcp_wrappers?  Try checking 
/etc/hosts.allow and /etc/hosts.deny?  I seem to recall checks against 
tcp_wrappers would behave as you're seeing (it connects, then drops the 
connection).
