I ran into similar symptoms with a LiteOn drive a couple of years ago.

In my case it was a firmware bug in the drive, fixed in later releases.

If this is the case for you, you will need to update the firmware using
your MSWindows system, as they are not doing DOS firmware upgrade
packages for everything anymore.
