Yes, most people expect that a reply to a message should be on-list.  I 
think it should follow the newsgroup reply ettiquette personally.  If 
you asked a question on-linst, you should expect a response on-list.  
Others, while not actively participating in the communication are very 
likely interested in the entire conversation.
