It sounds like your new system board may not be finding the hard drive
during the BIOS boot.  First, check that the IDE cable from the hard
drive is connected to the correct connector on the system board.  And
check the boot drive sequence in the BIOS (usually hit "Del" or "F?" key
when the system is just starting up).  You probably want something like
Floppy, then CD, then first IDE drive.  Again, that's why you need to
check that the IDE cable is on the correct header on the system board.
