vote #4.  Only been using it a few weeks but works great on Linux and
Windows.  Extremely easy to learn to use.

A couple quick tips:
1. You have to select a section of audio before you can apply any of
the effects.  This wasn't obvious (to me) at first.

2. You'll also want to install the lame library to export
files/sections as MP3's.  Just google for the library name audacity
tells you it wants.
