Are you saying the PS/2 mouse work after boot and then not work after  
restarts?

What's in your XF86Config for your pointer device?  should be something  
like:

Section "InputDevice"
         Identifier  "Mouse0"
         Driver      "mouse"
         Option      "Protocol" "IMPS/2"
         Option      "Device" "/dev/mouse"
         Option      "ZAxisMapping" "4 5"
EndSection
