You need the hotplug scripts installed to make sure the correct kernel
modules get installed. The mousedev module manages /dev/input/mice and
will get loaded when XFree opens that device, but does not load the hid
module, that is done by the hotplug scripts when the mouse is plugged
in. The hotplugging of usb mice is hidden from X behind the mousedev
module, XFree itself (as currently implemented) doesn't know or need to
know anything about mice hotplugging.

Someday native Linux evdev support will show up in Xorg/Xfree, and
further eliminate the need to even have an XF86Config...
