Devfs has been on the chopping block for several years so I wouldn't
want to start depending on it now.  I'll have to read more about
dnotify.

That's coming from linux/drivers/cdrom/cdrom.c:1704 (in 2.4.28) as part
of servicing the CDROM_DISC_STATUS ioctl.  I'm guessing that is being
called from a program you have running.
