No.  XSI-conformant systems do not allow it.  This includes most
anything derived from BSD including Darwin.  Linux also does not allow
it.  On Solaris, the behavior can be set at runtime.

The best solution is to have the web server run CGI scripts as the
owner of the script.  This improves security for all users.
