Seriously, how does KDE not look like Windows.  Your starting point is the
lower left corner of the screen, etc .  Actually a lot of wm's copy Windows
who copied someone else who copied someone else (stated for the benefit of
anyone wanting to chime in with Xerox PARC comments).  Emulating the most
common user interface on the planet is a good strategy.  Yes Linux can work
towards something better, but for migrating users you are going to have to
give them something similar to ease the transition.
