Colocate a server at visi?

Get residential cable and hope the ip doesn't change?

Get business cable?

Get IDSL?

Get 2-channel ISDN?

Get frame?

Get cable for you, dialup for your websites and mailing lists? :-)

Get your pen out and -hand- write a letter to the PUC?
