Not that I know of, though it probably wouldn't be that hard to
write in perl.

Or you could replace the binary with a script that calls nice
on the binary. For example for gs:

%mv gs gs.bin

And then in a script called gs:

#!/bin/sh
nice +10 gs.bin $*
