Do you have the usb filesystem mounted?

You need to enable it in your kernel config (CONFIG_USB_DEVICEFS)
and possibly add it to /etc/fstab.

Debian usbdevmgr mounts it automatically.

It should look like:
   /proc/bus/usb on /proc/bus/usb type usbdevfs (rw)
