No, I believe the system would interpret any devices as being local. 
Otherwise, how would diskless clients be able to talk to their own
devices?

You can run it over ssh, though:
  tar --rsh-command=/usr/bin/ssh -zcvf user at host:/dev/tape [files...]

At this point, you'd probably need to find a commercial solution for that.

I'm halfway wondering if Amanda is/can be ported properly to Cygwin.

Anyway, I just have to mention Veritas's NetBackup.  I don't know yet how
good it is (or how expensive), but where I work, we're eventually going to
be getting server binaries for Linux/Sparc (either that, or someone's been
lying to me), and have it back up all sorts of systems (I think NT,
Novell, Solaris, and Linux).
