normaly, i will just enable a getty line for a terminal:
in /etc/inittab
S0:2345:respawn:/sbin/getty ttyS0 19200 vt100
read the getty manpage.. sometimes there are little things you have to
flip, like hardware flow control, or force carrier detect (-L)
