XO (formerly Concentric).  They have been wonderful.  I have the 1500/384
plan -- it runs $89/month currently.  You can get 608/128 (I think that was
the upload) for $69/month.

They give you four static IP's.  It has been almost completely trouble free
since November when they ugpraded their entire network (I believe they added
an OC12 to the mix).
