It is Covad that can.  I think the problem is that QWest does voice on the
same line and the line from Covad is likely to be dedicated.  That is the
case at my home -- where I now do not qualify for QWest (although I once had
it :)  and I do qualify for 1.5M/384K from Covad.  FUBAR if you ask me.
