The appearance of the scrollbars often depends on what Sawfish theme you're 
using.  Try a few different themes and see what happens.

Say, since we're on the topic of Sawfish.  Does anybody know how to make 
Sawfish ignore the Gnome panel when maximizing a window?  I can't find a 
setting in either Gnome or Sawfish...
